The lining should be silicone I don't think anybody's still using neoprene. There are some tips for affixing it around here but if anybody has a magic bullet I don't know it.

The fact that the nuts holding the rear wire to the waist belt on the chinese belts bothers me. Obviously the nuts could be epoxied in place, and definitely it is useful for finding the best fit... but it's still kind of stupid. Neoprene vs. silicone is an easy one, silicone's the winner. Sadly the community resources to explain why are long gone but neoprene was the old option and has been replaced by a superior product silicone, I'm a bit surprised you're still running into neoprene.
