With just seals, they must be destroyed each time belt is removed. Yes, but they offer proof that the belt was removed. If the belt was removed without permission, and/or good reason, punishment would surely follow. (But that requires the Keyholder/Punisher to be local.) With a lock, it is reusable...

Seals make a lock not really necessary.
