I watched the video. Very interesting. Great idea! These are obviously more to be used as an anti rape device than as in belted and key holder.
My only concern would be that it gives the wearer an added sense of safety that they really shouldn't have. The video shows girls out drinking and clubbing. It they feel they have their safety belt, they may flirt more and misjudge situations. They can still get very very badly hurt without being actually raped.
Also as these pants become marketed, potential rapists will realize that the girl indeed knows her own combination lock position (1 of 132!) so she could be forced to unlock it.

I didnt want the video of these yet but from the original post it sounds like they are only locked at the waist and thighs. I am guessing by the looks of them that the fabric can be torn or cut. Being a rape victim myself i know full well that regardless of what you are wearing most things can be cut off and obviously, if the guy is trying to rape these girls, he likely isnt going to care if his knife cuts her while he cuts a slit or tears them from her body sans the waist and thighs.
Chastity devices actually scare me moreso than being exposed or just in regular panties because if you get to the point where someone has you naked etc and is fighting against your chastity belt or in this case undies, he likely will not hesitate to flip out on you and injure you because you have now seen him AND he can't get what he was trying to. Plus, even if your belted in hopes of protection you can still have your mouth abused...
I think that a chastity device is really only effective when it comes to consenting, especially if you have a keyholder because anyone who is locked would be less likely to show off that they have no access to, like a stranger or one night stand.
Intimacy would most definitely need to be preplanned and well thought out before the device was removed for this purpose I would think.
