Never tried this before. But in the interest of belt research I did!
Didn't have a vibrator handy so vibrated my metal belt with secondary shield in place, through my jeans with a couple of fingers. Yes it works.

The vibrator doesn't work for me - the extra crotch shield seems to disseminate the sensation too much. It's not that the vibrator is too weak (I have a hitachi magic wand) - but I can't get the direct stimulation that I need to achieve orgasm.
